At work at present everyone uses the same Windows Login on each PC and that account is an Administrator account but with some limited functionality i.e. it's not a Super System Administrator. We use a variety of different programs and I've set each one so that by default it reads and writes to predefined directories (although the user can change this and it then needs setting back but as there's no reason to change them from what I've set them to this isn't an issue).
However we are about to switch over so that every user has their own Windows Login and that would mean that I would have to set-up each program under every individuals login on every PC they use (which is a daunting prospect)?
I could uninstall each program and re-install it under an account that had full Admin rights and set the preferences there, would that then replicate by default for each user account?

Depends on the program really ... The "ideal" way is for each windows user to have their own settings within a program, which is how most programs operate nowadays even though this causes you some hassle. However, the program should still be accessible and installed to each person who logs in, but their settings for the program may be set to default, or the settings may be universal ... depending on the program.
Check the installer, does have an option of installing user settings to documents and settings? in which case you may be able to install to 'All Users' folder. Or, install the program and configure on a clean user account. Then copy the user account to 'docs and settings\Default'. Each new user account on that PC should then take a copy of the default user containing the settings. This will only work for accounts that have never been logged in.
