I can't remember what they are called but can anyone recommend one of those 'all in one' programs which installs Apache server, PHP5, MYSQL and ideally PHPMyAdmin all in one go on a Windows PC?

Looking to build a few new websites and want a test server before paying out for hosting.

I always liked WAMP
http://www.wampserver.com/en/

There are several including XAMPP that can run from a usb stick which can be handy

XAMPP here!

Runs from a directory so doesn't go tinkering with the registry.

And they like us penguin botherers. Tis running on my laptop.

Xampp for us too, we use that on our development machine and also use the mobile version on a flash drive for when we visit clients without laptops.

another vote for xampp on windows from me.

the only 'issue' is that if you reconfigure apache to run on a different port, the phpmyadmin and xampp status pages don't launch properly from the xampp control panel & you have to add the port designation manually into the url. however; that's only a problem if you're also serving out pages (asp, jsp, coldfusion, whatever) using a different web server on the same machine at the same time.
