ok what do you desing for in reference to resolutions and thinking of things to be above and below the fold. do you mostly design for 1024 x 768 now?
do you take advantage of the extra width or make sure it stays in 800 x 600 res?

IMO it has to look right at all resolutions from 800x600 upwards.

Depends on the target audience.

For a site targeted at a tech-orientated audience, it's reasonable to go with 1024x768, IMO.  Any site aimed at general consumers needs to be viewable in 800x600.

Optimised for 1024px wide, but flexible so it resizes at 800px wide.

Haven't we done this one recently?  unsure

As far as being above the fold is concerned - how high is that? Even if everyone was on the same resolution, you can't reliably predict where the fold would be because you don't know which browser is in use, which toolbars are visible, whether the browser is maximised or not; so it's still a good idea not to have too much 'furniture' at the top as it can still lead to the need to scroll too much before the actual content is reached IMO.
